LEGAL REGULATIONS RELATED TO ENERGY SAVING

The utilization of heat control and allocation systems is made mandatory by the Energy Efficiency Code effectuated in 2007 and the directive of 2008. Central or local heat or temperature control devices and systems providing the allocation of the heating costs based on the heat utilization amount are used at buildings with a central heating system. Projects prepared contrary to this will not be approved by the respective bodies.

Thermostatic radiator valves compliant with TS EN 215 are used at at buildings with a central heating system in order to be able to limit the consumed energy.

The temperatures of the location of the independent sections heated with central system are adjusted such to be at least 15 °C.

70% of the total heating costs are allocated according to the measured heat consumtion of the independent sections at central heating systems. 30% of the total heating costs are allocated based on the utilization areas of the independent sections as heat costs due to common utilization areas, system losses and operating costs.

The works and processes to be performed according to the articles applicable to existing buildings with central heating or sanitary domestic hot water system, buildings in construction stage but without a building utilization permit and project change requiring substantial repairs and buildings which require mechanical installation changes are to be performed by the building owner and manager, administrative board, energy manager or operator of the building wihin 5 years as of July 2nd 2007 pursuant to Articl 7, Paragraph 1, Sentence (c) and Temporary Article 6 of the Energy Efficiency Code No. 5627. 51% majority of the votes of the apartment owners is sufficient in order to set over to this systemuntil this date pursuant to the “Condominium Code”.

Directive Regarding the Energy Performance at Buildings, Volume 27539 / Publication Date: April 1st 2010, Article 12 – The 3rd, 4th, 5th, 6th, 8th, 12th and 13th sentences of Article 13 of the same directive are amended as below and the 11th, 14th and 15th paragraphs of the same article are abolished.

(3) At new buildings; a central heating system is erected when the total utilization area, base of the building permit, should be 2,000m2 and above.

Central or local heat or temperature control devices and systems providing the allocation of the heating costs based on the heat utilization amount are used at buildings with a central heating system.

This directive will take effect in one year after its publication.
